Jennifer Fowler

Jennifer Fowler

Member of the Secretariat, Financial Stability Board

Jennifer Fowler is a member of the Secretariat of the Financial Stability Board, where she supports the FSB’s work on cross-border payments and tokenization and contributes to Bank for International Settlements Innovation Hub projects. Prior to joining the FSB, Ms. Fowler led the North American Fintech Policy team at Facebook/Meta, with a focus on digital wallets, stablecoins and digital assets. Ms. Fowler previously served in senior positions in the U.S. Department of the Treasury, leading policy development related to anti-money laundering, counter-terrorist financing, and sanctions. She also held a number of leadership positions in the Financial Action Task Force (FATF), including chairing key working groups on policy development and international cooperation. Ms. Fowler holds a master’s degree in foreign service from Georgetown University and a bachelor’s degree from Wake Forest University.
