Dr. Andrzej Gwizdalski is a distinguished thought leader, innovator, ecosystem builder, researcher, and educator at the forefront of emerging technologies, with a particular emphasis on sustainable and human-centric Deep Tech, Web3, and Climate Tech. His interdisciplinary background and holistic approach to applied research uniquely position him to investigate complex systems and processes, such as digital transformation, which is the focus of his primary research project at UWA.
With over two decades of international experience across leading global universities, Dr. Gwizdalski has explored the economic, political, socio-cultural, legal, ecological, and metaphysical causes and impacts of technological transformation in the age of the Fourth Industrial Revolution. His research focuses on the adoption and impact of Deep Tech and Web3 —such as Blockchain, AI, IoT, Quantum Science and Tech—and Climate Tech. His applied research and experimental innovation in tokenised economy advance knowledge and inform policies on the technological impact of transformation on small and medium enterprises (SMEs), large corporations, governments, First Nations communities, and individuals. These areas include productivity, employment, and new paradigms for ecological living and meaning in a post-singularity world. Dr. Gwizdalski has been committed to building the Western Australia Quantum ecosystem translating research into industry applications alongside projects such as Quantum Australia.
Dr. Gwizdalski is also a visionary Web3 ecosystem designer and builder, with over a decade of experience. He co-founded and chairs the Western Australia Web3 Association, driving initiatives to accelerate Web3 adoption for a sustainable tokenised and diversified future. His expertise extends to executive consulting, advising organisations on leveraging emerging technologies for strategic advantage.
As an award-winning educator, Dr. Gwizdalski has pioneered blockchain and Web3 education in Australia. He developed and delivered one of the country’s first Master-level units on Blockchain and Distributed Ledger Technologies in Business at the UWA Business School. This innovative curriculum integrates practical applications of cryptocurrency, smart contract deployment, NFT design, DAO implementation, and immersive exploration of functional Web3 metaverses. Andy White is the CEO of AusPayNet, the industry association and self-regulatory body for the Australian payments industry.
He has over 25 years’ international experience, incorporating roles at the Bank of England, LCH.Clearnet and the Australian Securities Exchange.
Andy is a graduate of Oxford University and the Australian Institute of Company Directors.

Angela leads Asia Pacific public policy and strategic partnerships for TRM Labs, a blockchain intelligence company that helps financial institutions, cryptocurrency businesses and public agencies detect and investigate crypto-related fraud and financial crime.
A former regulator, Angela spent over a decade at the Monetary Authority of Singapore (MAS), where she was most recently Deputy Director in charge of licensing for payment service providers. As part of the pioneering team for Singapore’s payments regulatory regime, she oversaw the development of the licensing framework, and the assessment of several hundred payments and digital asset license applications. Prior to this, Angela held a diverse range of roles at MAS including in regulatory policy, business development and consumer education, giving her deep insight into the full gamut of policymaking considerations for global financial regulators.
Angela was recognised as a LinkedIn Top Voice for Finance in Asia for her thought leadership on digital asset developments in the region. She holds an MBA from INSEAD.
Angelina Kwan, CPA, CA ANZ
Angelina is a passionate advocate for technology, digital assets, and blockchain, with a strong focus on advising start-ups. She currently serves as the Chief Executive Officer of Stratford Finance, a consulting firm dedicated to addressing regulatory and operational challenges in the financial services and digital assets sectors. In this role, she provides expert guidance to brokerages, fund managers, and technology providers.
Ms. Kwan is an experienced financial services executive with a robust background in senior management roles at prominent organizations, including Hong Kong Exchanges and Clearing Limited (HKEX), the Securities and Futures Commission (SFC), Cantor Fitzgerald, CLSA, Dresdner Kleinwort Benson, and HG Asia/ABN AMRO.
She is particularly knowledgeable in the digital asset space, having previously served as the Global Chief Operating Officer of BitMEX and the HashKey Group. In these roles, she has also consulted for and advised brokerages, fund managers, and technology providers on regulatory and operational matters.
In addition to her corporate responsibilities, Angelina contributes her expertise to various Hong Kong government boards and committees, including the New Business Committee of the Financial Services Development Council; Cantonese Opera Development Fund Investment Committee member. She chairs The Women’s Foundation and serves on the boards of the Ebenezer School for the Blind, the University of Wollongong Hong Kong, Web3 Harbour, as well as Chevalier Hong Kong and Zurich Life Insurance, Hong Kong.

Anthony Thomas has spent 25+ years in Banking and Fintech, and recently joined GFTN as Chief Strategy & Growth Officer.
Anthony is also Chairman of MoMo, Vietnam's largest e-wallet, since 2020.
Anthony was previously the Global MD of Delivery Hero's Fintech group for 4 years. Delivery Hero operates food and quick commerce businesses in 70 countries with a range of brands, including Foodpanda in Asia.
Anthony earlier served as CEO of GCash, the leading wallet in the Philippines. During his 5 years at GCash, the company pioneered digital offerings in credit, savings, investments, and insurance.
Anthony also held various roles at Citibank’s global consumer group from 1998 to 2015, across 7 markets in Asia, the US, and LATAM.

Bryan is a Co-Founder and the Executive Director of the Cambridge Centre for Alternative Finance (CCAF) at the University of Cambridge Judge Business School. He has a decade of experience in researching technology-enabled financial innovation and its interplay with regulation, supervision and policy nationally, regionally and globally.
Bryan has led and co-authored more than 60 reports on FinTech market trends, industry dynamics, regulatory changes and innovation as well as digital financial inclusion. The CCAF has collaborated with more than 5000 fintechs, 250 central banks and financial authorities, and directly trained 4400 policymakers, regulators and supervisors from 180 jurisdictions.
Bryan is a Non-Executive Director of the UK Financial Conduct Authority (FCA), a member of Bank of England and HMT’s CBDC Engagement Forum, IMF's FAS Advisory Group, OECD's Steering Group on SME & Entrepreneurship Finance, Central Bank of UAE's Financial Inclusion and Literacy Advisory Group, DIFC's Innovation Panel and the Bretton Woods Committee. Caecilia is the Co-Founder and CEO of YouTrip, a leading financial technology company dedicated to creating the next-generation digital banking experience across Asia Pacific. Prior to founding YouTrip, Caecilia worked at Citigroup, where she managed growth investments in the technology and consumer sectors, and at McKinsey & Company, where she advised global financial institutions on product innovation and growth strategies.

Camilla Bullock is an entrepreneur, connector, and leader in the global payments industry. As the Chief Executive Officer and Co-Founder of the Emerging Payments Association Asia (EPAA), she is dedicated to fostering synergies across the payments ecosystem. Since its founding in 2018, EPAA has rapidly become the voice of payments in the Asia-Pacific region and a key advocate on the global stage. Camille Blackburn leads the APAC office of the UK’s FCA. The office supports financial services firms to navigate regulation to enter the UK market, businesses to scale and raise capital in the UK, and provides UK firms with support expanding into the APAC region.
Camille was previously the Director of Wholesale Buyside at the FCA leading the directorate responsible for Supervision, Policy, and Market Analysis of the UK’s 15tn asset management and funds sector, and related services.
Camille has deep experience in financial services regulation across public and private sectors. She has led global teams in the private sector for large multinational financial services firms in the UK and Australia and has held senior appointments at financial services regulators in Australia, Ireland and the UK. Candace Kelly is the Chief Legal & Policy Officer for the Stellar Development Foundation (SDF), a non-profit organization that supports the development and growth of Stellar, an open-source network that connects the world's financial infrastructure. She leads the team responsible for SDF’s legal affairs and the policy team that is focused on bridging the gap between the public and private sectors.
Previously, Candace worked for Uber Technologies, Inc., where she helped navigate the company’s response to regulatory investigations and advised on safety, security, privacy, consumer protection, and law enforcement response. Prior to that she served for 17 years at the United States Department of Justice as a federal prosecutor and as counsel to the Attorney General, the Deputy Attorney General, and the Director of the Federal Bureau of Investigation.

Yam Ki Chan is the Vice President for Asia Pacific of Circle (NYSE: CRCL), responsible for the company’s business and strategy in the region. He leads a team responsible for partnerships and market expansion across the region. As regional head, Yam Ki advises stakeholders on how stablecoins unlock economic opportunities for businesses and economies. Yam Ki also serves as the Managing Director of Circle Singapore. Chetan Karkhanis is a Senior Vice President in the Franklin Templeton Strategic Ventures (FTSV) group covering the Asia Pacific Region. Prior to this role, he led product management for various global equity platforms within Franklin Templeton, including the Templeton Global Equity Group, Franklin Global Growth, and Balanced Equity Management (Australia).

Derek Ho is the Deputy Chief Privacy, AI & Data Responsibility Officer at Mastercard. Derek specialises in privacy and data protection and technology law. Prior to Mastercard, Derek held senior legal positions in multinational companies in the Asia Pacific region, and was part of Drew & Napier LLC’s telecommunications, media and technology practice in Singapore.
In addition to his work at Mastercard, Derek has served in various advisory roles with different organizations, including as a member of the Singapore Personal Data Protection Commission’s Advisory Committee on Data Protection, a member of the DIFC Digital Economy Court Working Group, and a member of the OECD AI Expert Group on AI, Data and Privacy. Drew Propson is the Head of Technology and Innovation in Financial Services at the World Economic Forum. She leads a portfolio of initiatives focused on advancing innovation while maintaining financial system stability. Current research areas include the deployment of AI and emerging technologies in financial services, technology-driven systemic risks, and fintech market trends. Frankie is highly active in the risk management community, serving as Chairman of the Risk Management Practitioners Association (RMPA) in Singapore and as a lecturer at the National University of Singapore’s Risk Management Institute (RMI). He has also been recognized as an IBF Distinguished Fellow, an honor given to leaders with significant contributions to the financial industry in Singapore.
Friedrich Klinger is an Advisor and Technology Lead at the BIS Innovation Hub Singapore. He was seconded to the BIS from the Monetary Authority of Singapore. His work focuses on digital assets, tokenisation, and future financial market infrastructure. Prior to that, Friedrich co-founded and led several technology companies. He holds a bachelor’s degree in Entrepreneurship from DHBW Karlsruhe and a master’s degree in Digital Financial Technology from the National University of Singapore.
Georgina joined Accenture as a Management Consultant in 1993 and has spent most of her career running large and complex programmes of change. She joined the technology division and worked in a range of different industries before moving into the Financial Services sector in 1997 where she was part of the team who successfully implemented SETS (the London Stock Exchange Electronic Trading System).
Georgina joined HSBC in 2004 (as a consultant) and worked as part of the Global Markets Management Office for 4 years. She joined the Bank as a permanent member of staff in 2006. In July 2009 she became the Global Programme Director, Equity Prime Services leading the build out of this new business for the bank Globally. In March 2012 she took on the role of Global Head of Business Transformation, Global Banking and Markets leading the transformation of the business and its infrastructure front to back. In October 2015 she moved to take on the role of Head of Transformation, Global HR where she led two pioneering HR flagship programmes, building the HSBC University and leading “True North”, the wholesale transformation of the Bank’s HR function putting the platform into the cloud across 64 countries and 285,000 staff Globally. This was one of the biggest ever undertakings of its type, and certainly the only one ever delivered in the Financial Services industry at this scale. In September 2019 Georgina went on to lead the Transformation, Digital and Innovation team for the Group’s Private Banking business. The portfolio covered regulation, Business growth and cost reduction initiatives as well as the pivot to digitalisation.
In September 2022 Georgina began a new role as Managing Director, Head of FinTech and Digitalisation for ICMA, leading the development and implementation of the Association’s FinTech and Digitisation strategy, cross-cutting all fixed income market segments where ICMA has a presence. Dr Geraldine Wong is Chief Data Officer at GXS Bank (GXS), one of the two successful digital full bank licence applicants in Singapore. GXS is backed by a consortium consisting of Grab and Singtel.
At GXS, Dr Wong is responsible for building the bank’s AI and data strategy and driving enterprise-wide adoption of AI with the goal of leveraging ecosystem data assets, promoting data-driven financial inclusion and reimagining the way customers engage and experience the digital economy. She has led a number of landmark payments policy and infrastructure projects including Direct FAST, PayNow cross border connectivity linkages with Thailand, India and Malaysia, Project Nexus, SGQR, Payments Council, and the cessation of cheques in Singapore. In her previous role as payments policy lead at FTIG, Jo was the project director for the Payment Services Act.

Mahesh Uttamchandani is the World Bank’s Regional Practice Director for Digital in East Asia & Pacific (EAP) and South Asia (SAR) regions. He is a founding member of the International Committee on Credit Reporting (ICCR) that is hosted by the World Bank and was personally involved in the creation of the World Bank Principles of Credit Reporting, the recognised standards for the industry. He was elected Deputy Chair in November 2019.

Mr. Osamu Abe was appointed Chief of Staff for Asia Pacific for MUFG Bank in May 2025. Based in Singapore, he is responsible for managing the safety and soundness of the bank’s branch operations — which include risk, compliance, and regulatory matters — across 17 markets in South-east Asia, East Asia (including China), South Asia (including India) and Oceania.
Prior to the current appointment, Mr. Abe was CEO and board member of Mars Equity M.C. Pte. Ltd. where he oversaw launch of investment activity at the $500-million growth equity fund based in Singapore. He also served as the board member of Mars Growth Capital, a startup debt fund with total commitment of $1 billion. Mr. Abe will continue to serve on the Boards of the two entities.

With over 35 years of experience at Euroclear, Philippe Laurensy most recently held the position of Head of Product, Strategy & Innovation for the Euroclear group. His extensive knowledge of Euroclear's portfolio, strategy and client base will be key benefit in his new responsibilities. Previously, he led Euroclear's Commercial division, overseeing sales, marketing and relationships with customers across the group.
Mr Laurensy took up an MC position in Euroclear UK and Ireland and Board from 2013 until 2016, as well as in the Risk and Audit Committee of ESES from 2013 until 2018.
Previously, Mr. Laurensy headed a team of product managers responsible for managing and developing Euroclear's range of products and services. Mr. Laurensy' s responsibilities included research, pricing and service quality across products.
Earlier, Mr. Laurensy was head of the Custody and New Issues Operations departments at Euroclear Bank from 1997 to 2000, with responsibility for managing Euroclear's operational activities in those domains.
From 1994 to 1997, Mr. Laurensy was Senior Relationship Manager for investment banks within Euroclear's Commercial division. Before this, he was Network Manager for Asia, Central Europe and North America from 1992 to 1994. And prior to this, he was Relationship Manager for France from 1991 to 1992. Qaiser heads the Payment Services Policy Department in Bank Negara Malaysia (BNM). The department is responsible for the regulatory framework to drive the development of the payments industry and to preserve payment system stability as part of the central bank’s mandate. The department also houses BNM's Digital Currency Hub which coordinates work on digital assets and central bank digital currencies. He has also been involved in several projects championed by the BIS Innovation Hub including Project Dunbar, Project Nexus and Project Mandala.
Prior to this, Qaiser led the Financial Surveillance Department in BNM, which is responsible for financial stability. He also spent a notable part of his BNM career in the area of micro-prudential policy. Rajeev is the Head of Digital & Data for Asia and MENA Region at HSBC Securities Services. He has been with HSBC since 2018 and has been instrumental in pioneering HSBC Securities Services Tokenisation and Digital Assets product capabilities since 2019. He has led efforts such as HSBC’s Digital Vault, earliest tokenisation pilot for Fixed Income Securities Singapore Stock Exchange and Temasek in 2020. This was the precursor to HSBC Orion, which is now operated by HSBC Securities Services and the only tokenisation platform that is operated in two continents in Luxemburg and Hong Kong.
In 2023, he has led the HSBC’s efforts in Singapore in expanding tokenisation capabilities into Structured products and Collective Investment Schemes like Funds and ETF’s. Ray Harishankar is an IBM Fellow in IBM Research focused on Quantum Safe. Ray is responsible for driving the overall strategy for IBM Quantum Safe, quantum safe products and product engineering. Ray leverages the deep technical expertise of IBM in security services, post quantum cryptography and pragmatically applies it at clients. He advocates IBM capabilities and leadership in Quantum Safe with clients.
Ray engages with customers across Insurance, Banking, Tele-Communications and Government and is on the technology advisory council for selected clients and universities.

Rhys leads ASIC’s Digital Assets team within the Markets group. He leads the team overseeing crypto and digital assets firms, including preparing for the Government’s proposed law reform in this area. He is also responsible for ASIC’s broader work on digital finance and tokenisation.

Sasha Mills is Executive Director of Financial Market Infrastructure. Sasha advances our work to protect the UK economy by keeping the backbone of the financial system secure reliable. This work ensures enhancing the stability resilience of FMIs through risk-based, forward looking supervision. She also provides intellectual and policy leadership to both the international and domestic regulation of payments and stablecoins, and to the development of international policy on the role of margin. Sasha represents the Bank on the CPMI (Committee on Payments and Market Infrastructures) and CPMI IOSCO (International Organization of Securities Commissions) and related international groups.
Previously she was the Executive Director of the Resolution Directorate, and led the Resolution Directorate’s important agenda since 2018. She was responsible for advancing the Bank’s work on making sure the financial system is stable, ensuring UK banks, building societies, investment firms and central counterparties can be placed in resolution if they fail. Soulysak THAMNUVONG, Deputy Governor, Bank of the Lao PDR (BOL), started his career as a technical official in Commercial Bank Supervision Department in 2000. Since then he had been working in several key departments in BOL, such as Division Chief in Monetary Policy Department (2004), Secretary of the Deputy Governor of BOL (2008- 2011), and Advisor to Executive Director at the International Monetary Fund in Washington, DC (2011-2013). After that, he took his expertise from the international stage and returned to BOL, where he held leadership position of Deputy Secretary General of the Lao Securities Commission Office (2014), Deputy Director General of Commercial Bank Supervision Department (2016). Dr. Steven Hu is the Head of Digital Assets, Trade and Working Capital at OCBC Bank. In this role, he spearheads the digital assets strategy for international businesses, driving strategic initiatives across real-world assets (RWA) tokenisation, stablecoins, tokenised deposit, and central bank digital currencies (CBDCs). Steven has been at the forefront of several industry digital assets initiatives aimed at supporting the real economy, including the issuance of Asset-Backed Security Tokens in Project Guardian with the Monetary Authority of Singapore and the use of decentralized finance (DeFi) tools for SME financing in Project Dynamo with the Bank for International Settlements Innovation Hub and Hong Kong Monetary Authority. Steven spearheads the industry business workstream for the Guardian Wholesale Network (GWN), an integrated, efficient, and secure platform that facilitates wholesale financial transactions involving multiple assets and currencies.
Before joining Standard Chartered, Steven led the distributed ledger technology (DLT) program at HSBC liquidity and cash management business. As the chief designer and project lead, Steven and his team invented HSBC’s award-winning on-chain payment solution, fulfilling payment needs in next generation asset networks. His prior experience includes working with international banks, including BNP Paribas as well as technology companies driving the digital transformation agenda.
In addition to his professional roles, Steven serves as a Professional Council Member at the Global Fintech Institute, an Advisory Council Member at the Global Digital Finance, and a Founding Member of Digital Assets Association. Mr Sumnesh Joshi is an officer from Indian Telecom Service Cadre and at present is posted as Deputy Director General , at Joint Secretary level in Ministry of Communications at DoT Mumbai. He is working in area of communication expanding 5G use cases , IoT and implementation the policies to ensure smooth roll out of telecom network by service providers. He has also been made Nodal officer for monitoring of 4G network saturation Project in East and West region of the country. He is working to make digital ecosystem partners like Fintechs , Banks state government departments to make use of Digital Public Good Infrastructure and use AIML to curb the cyber threats.
He worked with UIDAI as a first officer at UIDAI Regional Office Mumbai in April 2010 as a part of the founding team under leadership of Mr NandanNilekani. He was instrumental to roll out the implementation of biometric based Digital Identity“Aadhaar” project in Maharashtra, Gujarat, Goa, Dadra Nagar Haveli and Daman Diu. She received Singapore 100 Women in Tech award (2021T) and NUS Outstanding Science Alumni award (2024) in recognition of her contributions to the Technology and Science sector.
