Director Office for Digital Innovation, Liechtenstein Government

Dr. Clara Guerra is the Director of the Office for Digital Innovation (SDI) of the Liechtenstein Government, where she leads pioneering work at the intersection of regulatory innovation, digital transformation, and emerging technologies. Her portfolio spans FinTech, blockchain, tokenization, and AI governance, with a focus on aligning innovation with robust, risk-based regulatory frameworks.
Dr. Guerra serves as Co-Chair of the European Blockchain Association, Advisor to Blockchain for Europe, and Steering Committee Member of the MiCA Crypto Alliance, contributing a state-level voice to international digital policy development. She is also engaged in global standard-setting processes through her work with GBBC, UNCITRAL and the OECD.
With a background in law and a track record of bridging governance, law, and technology, Dr. Guerra is widely recognized for her contributions to the digital policy landscape. She speaks regularly at international forums and publishes on the strategic implications of emerging technologies for financial markets and public institutions.
