The Global Finance & Technology Network (GFTN) is a not-for-profit organisation established by the Monetary Authority of Singapore (MAS) in 2024 to harness technology and foster innovation for more efficient, resilient, and inclusive financial ecosystems through global partnerships. GFTN organises convening forums, offers advisory services on innovation ecosystems, provides access to transformative digital platforms, and invests in technology startups with the potential for growth and positive social impact through its venture fund.

Director, Payments & Digital Assets, Financial Conduct Authority (FCA)
Matthew joined the FCA as the Director of Payments & Digital Assets in October 2022. In his role, Matthew is responsible for Market Interventions, Market Analysis, Open Banking/Open Finance and Policy across the Payments and Digital Asset Portfolios. In addition, Matthew has represented the FCA’s leadership in international crypto initiatives as the Lead of the IOSCO Fintech Taskforce Crypto and Digital Assets Working Group, and the subsequent IOSCO Crypto Implementation Working Group. Most recently, he has co-chaired the IOSCO Crypto Thematic Review, leading to their thematic implementation review report which was published jointly with the FSB on 16 October 2025.
